Ministry of Education releases Performance Grading Index for Districts (PGI-D). 

Rajasthan’s Sikar tops the list as the highest performing district in school education 

Findings of Performance Grading Index

  • Rajasthan’s Sikar stands as the highest performing district in school education, followed by Jhunjhunu and Jaipur. 
    • These three districts have figured in the ‘Utkarsh’ category (scoring 81-90 per cent)
  • In the second grade ‘Ati-uttam’, Rajasthan has 24 of its districts in this category.
  • Punjab with 14 districts in ‘the Ati-uttam’ grade (scoring 71-80 per cent) followed by Gujarat and Kerala with each having 13 districts in this category.
  • Low Ranking states:
    • There are 12 states and Union Territories that don’t have any districts in either of the categories — Ati-uttam and Uttam — which include seven of the eight states from the North East region
  • No one in top Category
    • The 2019-20 and 2018-19 reports observed that not even one district received the highest grade ‘Daksh’ indicating that there is huge scope for them to improve their performance in the future.

Performance Grading Index for Districts (PGI-D )

  • The Performance Grading Index (PGI) is a tool to provide insights on the status of school education in States and UTs including key levers that drive their performance and critical areas for improvement. 
  • Released by Ministry of Education (MoE)
  • Aim: Assessing the performance of the school education system at the district level by creating an index for comprehensive analysis. 
  • Why is it required?
  • Objectives: 
    • Ultimate objective of PGI-D is to help the districts to prioritise areas for intervention in school education and thus improve to reach the highest grade.
  • Indicators
    • The PGI-D structure comprises a total weightage of 600 points across 83 indicators grouped under 6 categories:
      1. Outcomes
      2. Effective Classroom Transaction
      3. Infrastructure Facilities and Student’s Entitlements
      4. School Safety and Child Protection
      5. Digital Learning 
      6. Governance Process.
  • Scoring Category
    1. Daksh: Districts with more than 90 per cent Score
    2. Utkarsh: Districts with scores between 81-90 per cent
    3. Ati-Uttam: Districts with scores between 71-80 per cent
    4. Uttam: Districts with scores between 61-70 per cent
