The second phase of the GOAL Programme (GOAL 2.0) was launched on 28th June 2022 with an aim to upskill tribal youth digitally.
About GOAL (Going Online as Leaders)
- GOAL (Going Online as Leaders) is a joint initiative of the Ministry of Tribal Affairs and Meta (formerly Facebook),
- GOAL aims to digitally skill and empower tribal youth and women through the concept of mentor and mentee.
- First Phase of the Programme
- The first phase of the GOAL programme was launched as a pilot project in May 2020 and was completed by Dec 2021.
- The mentees in the first phase were provided with 40+ hours of training across three-course pillars:
- Communication & Life Skills;
- Enabling Digital Presence, and
- Leadership & Entrepreneurship.
Second Phase of the GOAL Programme
- The second phase of the GOAL Programme (GOAL 2.0) was launched on 28th June 2022.
- Aim:
- To digitally upskill tribal youth by promoting entrepreneurship and opening up opportunities for them using Facebook live sessions and Meta Business Coach, a digital learning tool.
- There will be a particular focus on more than 10 lakh members of 50000 Vandhan Self-Help Groups.
- They will be digitally trained in market demand, packaging, branding and marketing of their products.
- The GOAL 2 will enable maximum participation and percolation of training benefits among tribal youth through using Chatbots and need-based online workshops from industry experts based on mentee requirements.
- Funding
- The programme is fully funded by Meta (Facebook India), and the Ministry of Tribal Affairs has not incurred any expenditure or provided any funds to implement the program.
- Implementation
- Ministry of Tribal Affairs will provide 6 digital classes in each of the 175 Eklavya Model Residential Schools (EMRS) selected under the program.
- The project is being implemented by Education & Research Network (ERNET), an autonomous organisation under MeiTY through State Finance Corporations (STC) funds are available with MeITY. NESTS is doing 10% of the funding.
Other Government Initiatives for Skill Development in Youth
- Pradhan Mantri Kaushal Vikas Yojana (PMKVY)
- Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) and is implemented by National Skill Development Corporation.
- The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood
- eSkill India portal
- National Skill Development Corporation (NSDC), under the aegis of the Ministry of Skill Development & Entrepreneurship (MSDE), has initiated online skilling through the eSkill India portal.
- The platform offers learning opportunities on emerging technologies like cybersecurity, blockchain, artificial intelligence, machine learning, etc.
- National Employability Enhancement Mission (NEEM):
- The objective of NEEM is to offer on-the-job practical training to enhance the employability of a person either pursuing their graduation/diploma in any technical or non-technical stream or has discontinued studies of degree or certificate course to increase their employability.
- Employability Enhancement Training Programme (EETP):
- For implementation and enhancement of employment opportunities under skill initiatives
