States’ Startup Ranking 2021 was recently released by the Union Minister for Commerce and Industry, Textiles and Consumer Affairs.
States’ Startup Ranking
- The Department for Promotion of Industry and Internal Trade (DPIIT) launched the State Startup Ranking Framework in 2018
- Aim: To encourage states and Union territories to work towards easing regulations for the growth of startups and strengthening the support to the startup ecosystem.
- Significance
- States’ Startup Ranking helps in promoting India’s vision of competitive and cooperative federalism.
- Categorization of States and UT’s
- Category A includes States and UT’s with a population of more than 1 crore
- Category B includes States and UT’s satisfying the criteria of
- All states/UTs with a population of less than 1 crore
- All UTs except Delhi
- All North-eastern States except Assam
- Parameters of Ranking
- Participants are evaluated across 7 broad Reform Areas consisting of 26 Action Points like
- Institutional Support,
- Fostering Innovation and Entrepreneurship,
- Access to Market,
- Incubation support,
- Funding Support,
- Mentorship Support,
- Capacity Building of Enablers.

3rd Edition of States’ Startup Ranking 2021
- Gujarat and Karnataka appeared as the Best Performers in the States category.
- Gujarat has been judged as the ‘Best Performer State’ for the third time in a row in the Ranking
- The state was also adjudged ‘Best Performer State’ for 2019 and 2020.
- Telangana, Kerala, Maharashtra and Odisha won the Top Performers award among states category.
- Meghalaya tops among UTs and North-eastern States category.
- Jammu and Kashmir appeared as the Top Performer among UTs and NE states category.
