The Ministry of Panchayati Raj will complete a survey of All Indian Villages under the SVAMITVA Scheme by 2025.
What is the SVAMITVA Scheme:
- About:
- Survey of villages and mapping with improvised technology in village areas or SVAMITVA scheme is a Central Government initiative to enable an integrated property validation solution for rural India.
- This is the first initiative that such a large-scale exercise involving the most modern drone technology is being carried out to benefit millions of rural property owners covering all villages across the country.
- The Prime Minister launched the scheme on National Panchayati Raj Day, 24th April 2020, with a resolve to enable the economic progress of Rural India by providing a “Record of Rights” to every rural household owner.
- Nodal Ministry:
- The Nodal Ministry for this scheme will be the Ministry of Panchayati Raj (MoPR).
- Survey of India is a Technology Implementation Agency.
- Objectives:
- To provide an integrated property validation solution for rural India.
- To provide the ‘record of rights’ to village household owners in rural areas and issue Property Cards.
- The demarcation of rural areas would be done using Drone Surveying Technology.
- Two-Phase Implementation:
- Phase 1:Pilot Scheme (April 2020 – March 2021):
- Covers States of Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh, Uttarakhand, Punjab, Rajasthan, Andhra Pradesh and establishment of Continuous operating Reference systems (CORS) in the State of Haryana, Madhya Pradesh, Punjab and Rajasthan
- Phase 2:(April 2021 – March 2025):
- A complete survey of remaining villages by 2025 and CORS network set up across the Country by 2022.
- Phase 1:Pilot Scheme (April 2020 – March 2021):
- Features:
- The demarcation of rural inhabited areas would be done using CORS (Continuously Operating Reference Stations) Networks which provide mapping accuracy of 5 cm.
- This would provide the ‘record of rights’ to village household owners possessing houses in inhabited rural areas in villages.
- It will cover around 6.62 Lakh villages in the country during 2021-2025.
- SVAMITVA card:
- Under the Survey of Villages and Mapping with Improvised Technology in Village Areas scheme, SVAMITVA property cards will be generated for each landowner.
- This will help them present an official document to the financial institutions in case of using their land/property as an asset in the future.
- Property Cards Nomenclature:
- Property Cards are known as ‘Title deed’ in Haryana,
- ‘Rural Property Ownership Records (RPOR)’ in Karnataka,
- ‘Adhikar Abhilekh’ in Madhya Pradesh,
- ‘Sannad’ in Maharashtra,
- ‘Svamitva Abhilekh’ in Uttarakhand,
- ‘Gharauni’ in Uttar Pradesh.
Achievements under SVAMITVA Scheme during the year 2022:
- As on December 2022, drone flying has been completed in 2,03,118 villages
- Drone flying has been saturated in Dadra and Nagar Haveli and Daman and Diu, Delhi, Haryana, Lakshadweep Islands, Puducherry, Uttarakhand, Goa, Andaman and Nicobar Islands.
- Property cards have been prepared for all the Inhabited villages of Haryana and Uttarakhand. The preparation and distribution of SVAMITVA cards will soon be completed in the Union Territory of Puducherry.
Geo-tagging of assets:
- Geotagging is a program encoding the photograph of the asset using latitude and longitude to map it on a geographical information system
- As a part of effective monitoring, it is imperative to have field-level monitoring of the physical progress of the works.
- Further, geo-tagging of assets (on completion of work) is of utmost importance to strengthen the system.
- Ministry has developed mActionSoft – a mobile-based solution to help in capturing photos with Geo-Tags (i.e. GPS Coordinates) for the works which have assets as an output.
- Geo-tagging of the assets is done in all three stages, viz.
- Before the start of the work,
- During the work and
- On completion of work.
- This would provide a repository of information on all works and assets related to natural resource management, water harvesting, drought proofing, sanitation, agriculture, check dams and irrigation channels etc.
