- About
- It was launched in 2014 by the Ministry of Jal Shakti to accelerate the efforts to achieve universal sanitation coverage and focus on sanitation.
- Aim and objectives:
- To eliminate open defecation (OD) and better manage solid waste.
- To achieve Sustainable Development Goal 6.
- Eliminate open defecation.
- Conversion of insanitary toilets to pour-flush toilets,
- Eradication of manual scavenging.
- 100% collection and scientific processing/disposal reuse/recycle of Municipal Solid Waste.
- To bring about a behavioural change in people with regard to healthy sanitation practices.
- Create awareness among the citizens about sanitation and its linkages with public health.
- Strengthening of urban local bodies to design, execute and operate systems.
- To create an enabling environment for private sector participation in Capital Expenditure and Operation & Maintenance (O&M) costs.
- Components:
- Swachh Bharat Mission (Gramin) – It was financed and monitored through the Ministry of Jal Shakti.
- Swachh Bharat Mission (Urban) – Overseen by the Ministry of Housing and Urban Affairs.

- 75:25 between centre and State
- 90:10 for the North Eastern state.
- Achievements:
- Since the launch of SBMÂG in 2014, over 11 crore toilets have been built, and about 60 crore people have given up open defecation.
Swachh Bharat Mission 2.0
- The second phase will be implemented in a mission mode between 2020-21 and 2024-25.
- The aim of Swachh Bharat Mission 2.0: To achieve the vision of safe sanitation in urban areas by making all cities “garbage-free” and ensuring grey and black water management in all cities other than those covered by the Atal Mission for Rejuvenation and Urban Transformation (AMRUT).
- It also aims to make all urban local bodies ODF+ and those with a population of less than 1 lakh ODF++.
- For effective solid waste management, the mission will focus on source segregation of solid waste, using the 3Rs (reduce, reuse, recycle) principles, scientific processing of all types of municipal solid waste, and rehabilitation of legacy dumpsites.
- Particular focus will be put on the well-being of sanitation and informal waste workers.
Open Defecation Free Status
- ODF:
- An area can be notified or declared as Open defecation-free (ODF) if, at any point of the day, not even a single person is found defecating in the open.
- ODF+:
- This status is given if, at any point of the day, not a single person is found defecating and urinating in the open, and all community and public toilets are functional and well maintained.
- ODF++:
- This status is given if the area is already ODF+ and the faecal sludge/septage and sewage are safely managed and treated, with no discharging or dumping of untreated faecal sludge and sewage into the open drains, water bodies or areas.
