- As part of the celebrations of 75 years of Independence, the Union Social Justice and Empowerment Ministry has asked the States to speed up implementation of the Unique Disability Identification (UDID) scheme for persons with disabilities (PwD) who have been selected for their connection with the Freedom Struggle from among 75 districts across India.
About Unique Disability Identification (UDID) scheme
- The UDID project initiated by the Department of Empowerment of Persons with Disabilities aims at building a holistic end-to-end integrated system for Issuance of Universal ID & Disability Certificates for Person with Disabilities with their identification and disability details. It includes –
- Online availability of data of Person with Disabilities across country through a centralized web application
- Online filing and submission of registration application form for disability certificate/ Universal ID card; Offline applications may also be accepted and subsequently digitized by agencies
- Quick Assessment process for calculating the percentage of disability by the hospitals/ Medical Board
- Non-duplication of PwDs data
- Online renewal and update of information by Person with Disabilities/ on their behalf
- MIS reporting framework
- Effective management including interoperability of the benefits / schemes launched by the Government for PwD
- To take care of additional disabilities in future.
- Number of disabilities at the moment is seven and shall be subject to increase as per the new Act/ notification which can be up to 19 or more
- Objective:
- To enable the PwDs to obtain the new UDID card / Disability Certificate to avail schemes and benefits provided by the Government
- This card will be valid pan-India.
- The UDID portal shall be designed to provide an online platform
- In addition to the above, the UDID Portal shall also provide information on the various schemes/benefits, procedures to apply for Disability Certificate/UDID Card, Success Stories, Suggestions/Feedback, Manuals etc.

- Right of Persons with Disabilities Act 2016
- The Act replaces the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. It fulfills the obligations to the United National Convention on the Rights of Persons with Disabilities (UNCRPD), to which India is a signatory.
- Accessible India Campaign: Creation of Accessible Environment for PwDs:
- Department of Empowerment of Persons with Disabilities (DEPwD) launched Accessible India Campaign (Sugamya Bharat Abhiyan) as a nation-wide Campaign for achieving universal accessibility for Persons with Disabilities (PwDs) on December 3,2015.
- It has three important verticals, namely – the Build Environment, the transportation sector and the ICT ecosystem.

- Central Government has been providing grant-in-aid to non-governmental organisations (NGOs) for projects relating to rehabilitation of persons with disabilities

- National Fellowship for Students with Disabilities
- It aims to increase opportunities for students with disabilities for pursuing higher education
- And also grants 200 fellowships per year to students with disabilities.
